PiR2-IT demo
Framework & maturity model
Six pillars, eighteen components and a five-level maturity model for health digital transformation; foundational components are sequenced first.
Levels
- 1. Nascent — Ad hoc, paper-based or isolated pilots; no formal ownership.
- 2. Emerging — Plans and some systems exist, fragmented and donor-driven.
- 3. Established — National approach adopted and implemented in priority areas.
- 4. Institutionalized — Mandatory, funded from national budget, used at scale.
- 5. Optimized — Continuously measured and improved; a regional reference.
Illustrative countries and data. Independent PiR2-IT tool aligned with the six pillars of health digital transformation used in World Bank Group HNP practice; not an official World Bank Group product.
