Pillar 4
Data Analytics, Dashboards & Evidence-Based Decision Making
Turning routine data into decisions on coverage, outbreaks and spending.
Our approach
Linking data to policy dialogue and UHC monitoring. Data is only valuable if it drives decisions. We support national and county health teams in aggregating siloed data into real-time dashboards that track UHC progress, monitor resource allocation and health financing (including insurance and claims systems such as openIMIS), and enable early outbreak detection.
Real-Time System Monitoring
National and county/district dashboards tracking Universal Health Coverage (UHC) indicators from routine data. Software packages: DHIS2, Apache Superset, PostgreSQL health data warehouse.
- Define the national indicator set and data dictionary
- Consolidate routine reporting in DHIS2 or an equivalent HMIS
- Build role-based dashboards at national and sub-national level
- Institutionalise performance review meetings using dashboards
- Integrate patient-level, logistics and financing data in a health data warehouse
- Deliverable: National indicator set and data dictionary
- Deliverable: UHC dashboards by role and level
- Deliverable: Performance review procedure
Disease Surveillance & Early Warning
Integrated health data for rapid outbreak detection and epidemiological response. Software packages: SORMAS, DHIS2 IDSR.
- Digitise IDSR reporting for notifiable diseases
- Define alert thresholds and escalation paths
- Integrate laboratory results and case-based surveillance through the HIE
- Implement event-based surveillance and One Health data sharing
- Apply predictive analytics and genomic surveillance linkages
- Deliverable: Digital IDSR for notifiable diseases
- Deliverable: Alert thresholds and escalation paths
- Deliverable: Laboratory linkage and event-based surveillance
Resource Allocation & Health Financing
Analytical tools to optimise public health spending and monitor financial risk protection; claims systems such as openIMIS. Software packages: openIMIS, Mojaloop (payments).
- Set up a health financing data model (budget, expenditure, claims)
- Deploy a claims / insurance management system (e.g. openIMIS) where relevant
- Link financing data to service output and quality indicators
- Monitor catastrophic and out-of-pocket health spending
- Use strategic purchasing analytics and fraud detection
- Deliverable: Health financing data model
- Deliverable: Claims and provider payment system
- Deliverable: Financial protection monitoring report
