Pillar 3
Point-of-Care MIS & Routine Health Information Systems
The systems clinicians, community health workers and supply-chain staff use every day.
Our approach
Connecting frontline tools to health system performance. Digital tools must solve real frontline bottlenecks. We support the technical scale-up of point-of-care Electronic Medical Records (such as e-Ubuzima or OpenMRS) and routine health information systems (DHIS2), integrating mHealth for primary health care workers and eLMIS for real-time visibility of vaccine and pharmaceutical supply chains.
Electronic Medical / Health Records (EMR / EHR)
Clinical record systems (e.g. OpenMRS, e-Ubuzima) scaled across service delivery points and feeding a shared longitudinal record; DHIS2 Tracker for programme-level data. Software packages: OpenMRS / Bahmni, OpenELIS, DHIS2 Tracker.
- Select EMR solutions against national functional and interoperability requirements
- Pilot in reference facilities with connectivity and power readiness
- Scale through phased rollout waves with a national support model
- Integrate EMRs with MPI, laboratory and ePrescription through the HIE
- Use the shared health record for continuity of care and patient access
- Deliverable: EMR functional requirements and selection report
- Deliverable: Pilot evaluation and rollout wave plan
- Deliverable: Integrations with MPI, laboratory and ePrescription; support model
Digitized Primary Health Care (e-PHC)
Offline-first mobile tools for community health workers and rural facilities, plus regulated telemedicine. Software packages: Community Health Toolkit / DHIS2 Android, Telemedicine platform, Mobile device management.
- Standardise on one national CHW app instead of parallel donor apps
- Define offline-first and device-management requirements
- Link CHW data to the client registry and DHIS2 reporting
- Set telemedicine regulation, clinical protocols and reimbursement
- Use decision support and referral tracking across community and facility levels
- Deliverable: Single national CHW application
- Deliverable: Device management and offline sync design
- Deliverable: Telemedicine regulation, protocols and reimbursement rules
Logistics & Supply Chain (eLMIS)
Real-time tracking of medicine and vaccine inventories, from central stores to the last mile, to prevent stock-outs. Software packages: OpenLMIS, GS1 barcode scanning.
- Deploy an eLMIS (e.g. OpenLMIS) at central and regional warehouses
- Adopt GS1 barcodes for priority products
- Extend to facility level with mobile stock reporting
- Integrate eLMIS with the HMIS and the product registry
- Use demand forecasting and automated replenishment
- Deliverable: eLMIS from central store to facility
- Deliverable: Stock and wastage dashboards
- Deliverable: Demand forecasting model
