Pillar 2
Digital Public Infrastructure (DPI) & Health Interoperability
Shared registries, an exchange layer and common standards so that systems can trust and understand each other's data.
Our approach
Architecting the national digital foundations. Interoperability is the connective tissue. We guide clients in deploying open-standard Health Information Exchanges built on HL7 FHIR, ICD-11 and LOINC, linked to unified national registries: the Master Patient Index (MPI), health worker registries and facility master lists — and reusing national DPI such as digital ID and payments.
Unified National Registries
Single authoritative registries for clients (MPI linked to national eID), health workers, facilities and pharmaceutical products. Software packages: OpenCR / SanteMPI, iHRIS, GOFR / DHIS2 master facility list, GS1 product registry, MOSIP (ID linkage).
- Establish a master facility list and a health worker registry with unique IDs
- Define the patient identifier strategy and its linkage to the national eID
- Deploy a client registry / MPI with matching, de-duplication and FHIR PIXm/PDQm
- Adopt GS1 identification for medicines and vaccines
- Enforce registry use by all systems via the HIE; monitor duplicate rates
- Deliverable: Master facility list and health worker registry live
- Deliverable: Client registry / MPI with matching rules and ID linkage
- Deliverable: Data stewardship procedures
Health Information Exchange (HIE) Layer
An interoperability layer connecting public and private hospitals, primary care clinics and laboratories through managed, secured APIs. Software packages: OpenHIM / Kong API gateway, HAPI FHIR (shared health record).
- Define priority exchange use cases (referral, lab, ePrescription, reporting)
- Deploy an interoperability mediator with security, audit and API management
- Onboard public hospitals and laboratories; publish conformance profiles
- Connect private providers through certification and incentives
- Operate the HIE as a service with SLAs, monitoring and cross-border readiness
- Deliverable: HIE in production for priority use cases
- Deliverable: Use-case specifications and conformance profiles
- Deliverable: Facility onboarding plan, SLAs and operations runbook
Open Data & Messaging Standards
Global standards for exchange and terminology — HL7 FHIR, ICD-11, LOINC, SNOMED CT, GS1 — and an open data policy. Software packages: OCL terminology service, FHIR IG Publisher.
- Publish a national standards catalogue (FHIR R4, ICD-11, LOINC, GS1)
- Create a standards & terminology working group
- Publish national FHIR implementation guides and a terminology service
- Release de-identified datasets under an open data policy
- Run continuous conformance testing (connectathons) and IG versioning
- Deliverable: National standards catalogue
- Deliverable: National FHIR implementation guides
- Deliverable: ICD-11 and LOINC mappings; open data policy
