Workflows
Seven end-to-end workflows as swimlanes: patient registration, ePrescription, laboratory, vaccine replenishment, outbreak response, AI model governance and data quality review.
Patient registration & identity verification
- Patient: Presents at facility with national ID or biometric
- Registration clerk: Searches the client registry before creating a record
- HIE / platform: Matches demographics; returns the national health ID or candidates
- HIE / platform: Verifies identity against the national eID (where consented)
- Registration clerk: Confirms or creates the record; duplicate is flagged for steward review
- HIE / platform: Retrieves the patient summary for the consultation
ePrescription & dispensing
- Clinician: Prescribes using coded product list and decision support
- HIE / platform: Validates prescriber in health worker registry; routes the prescription
- Patient: Receives prescription token by SMS / app
- Pharmacist: Retrieves prescription, checks interactions and stock
- Pharmacist: Dispenses and records GS1-scanned product
- HIE / platform: Decrements stock; triggers claim if insured
Laboratory order to result
- Clinician: Orders test with LOINC-coded request
- Lab technician: Receives order, registers and tracks the sample
- Lab technician: Validates result (technical and biological validation)
- HIE / platform: Returns DiagnosticReport to the ordering EMR
- HIE / platform: Auto-notifies notifiable-disease positives
- Clinician: Reviews result and updates care plan
Vaccine stock replenishment
- CHW: Records doses administered and stock on hand
- HIE / platform: Calculates consumption and min/max levels
- Store manager: Approves the generated requisition
- District officer: Allocates from district store; dispatches with cold-chain monitoring
- Store manager: Confirms receipt by GS1 scan
- District officer: Monitors stock-out and wastage rates
Outbreak detection & response
- Lab technician: Confirms a positive case of a notifiable disease
- HIE / platform: Aggregates cases; applies alert thresholds
- Surveillance officer: Verifies the signal and declares an alert
- District officer: Activates the rapid response team; tracks contacts
- Store manager: Pre-positions medicines and supplies
- Surveillance officer: Monitors epidemic curve until closure
AI model lifecycle governance
- AI system owner: Registers the use case, intended purpose and risk class
- Ethics / DPO board: Runs DPIA and algorithmic impact assessment
- AI system owner: Validates locally on representative, de-identified data; bias audit
- Ethics / DPO board: Approves deployment with human-in-the-loop conditions
- HIE / platform: Monitors drift, performance and incidents
- Patient: Can contest an AI-supported decision (redress)
Routine data quality review
- HIE / platform: Applies validation rules at entry and on submission
- Data steward: Reviews completeness, timeliness and outliers monthly
- District officer: Conducts verification-factor audit against source registers
- Data steward: Publishes the data quality scorecard
- District officer: Gives feedback and coaching to facilities
