PiR2-IT demo
Document & template library
Templates for the whole project cycle — concept note, appraisal, results framework, procurement plan, aide-mémoire, implementation status report, completion report, knowledge notes — and digital health templates (architecture compliance, DPIA, algorithmic impact, gate pack, data sharing). Not official World Bank templates.
Identification
- Project Concept Note (PCN) — Frames the development problem, the proposed objective, components and key risks before preparation starts.
Preparation
- Procurement strategy and procurement plan — Market analysis and approach per package, then a procurement plan with method, review type, estimated cost and dates.
- Stakeholder Engagement Plan — Who is affected or interested, how they are informed and consulted, and how grievances are handled.
- Project Operations Manual — How the project runs day to day: organisation, procedures, fiduciary rules, safeguards, M&E and reporting.
- Terms of Reference (consultant / firm) — Defines the assignment: background, objectives, scope, deliverables, schedule, team and reporting.
Appraisal & approval
- Project Appraisal Document (PAD) — Full description of the operation submitted for approval: objective, components, results framework, appraisal and risks.
- Results Framework — PDO and intermediate indicators with baselines, yearly targets, data source, frequency and responsibility.
Implementation & supervision
- Aide-Mémoire (implementation support mission) — Records mission findings and the actions agreed with the client, with owners and dates.
- Back-to-Office Report — Short internal note to management after a mission: purpose, findings, decisions needed.
- Implementation Status and Results Report (ISR) — Periodic rating of progress towards the objective and implementation, with indicator values and key issues.
- Mid-Term Review report — Assesses relevance, progress and risks at mid-term and recommends adjustments or restructuring.
Completion & evaluation
- Implementation Completion and Results Report (ICR) — Self-evaluation at closing: outcome, efficacy, efficiency, performance and lessons.
Knowledge & learning
- Knowledge note / lessons learned — Two-page note capturing what worked, what did not and what to do next time — written to be reused.
- After-action review — Structured team debrief right after a milestone, mission or incident.
Digital health technical
- Architecture compliance assessment — Checks a system, tender or donor project against the national architecture before funding.
- Data protection impact assessment (DPIA) — Assesses risks of processing personal health data and the measures that reduce them.
- Algorithmic impact assessment — Assesses an AI use case: purpose, data, validation, bias, explainability, human oversight and redress.
- Gate pack (G0–G4) — Evidence for a Steering Committee gate decision: criteria, readiness, risks and recommendation.
- Data sharing agreement — Legal basis, purpose, data elements, security and retention for a data exchange between institutions.
Illustrative countries and data. Independent PiR2-IT tool aligned with the six pillars of health digital transformation used in World Bank Group HNP practice; not an official World Bank Group product.
